POA Architects' design for the Teng Kau Community Health Centre won first place in the design competition. The programme is about to start construction

The medical building design by POA Architects wants to combine ecological health and humanistic heritage perfectly. People-oriented and patient-centred, it fully embodies modern services and complies with safety, hygiene, energy-saving and environmental protection as well as basic use functions. It creates an elegant and comfortable medical environment and an ecological environment where human and nature live in harmony, reflecting the balance between medical skills and emotions. Through the design, the project will become a window to carry humanity and show China's eco-health towards the future.

Upon completion, Tengjiao Community Health Service Centre will provide the community with basic public health services, as well as comprehensive services such as diagnosis and treatment of common and frequent diseases, nursing care, rehabilitation, etc. It will also be entrusted by the county-level health and family planning administrative departments to undertake public health management and family planning technical services under their jurisdictions, and will be responsible for the integrated management of the village health offices and community health service stations, technical guidance and training of rural doctors.

Tengjiao Town is located in the northwest of Pingyang County, for Pingyang, Rui'an, Wencheng three-county junction, 62.5 kilometres from downtown Wenzhou, 57 Provincial Highway through the whole territory, is the northwestern gate of Pingyang. The town area of 80.1 square kilometres, the end of 2010 the population of 71,000 people. Ancient town of Tengjiao, formerly known as Zhengjia Fort, the early Qing Guangxu, the town has a considerable scale, because of the many surnames, we are deeply concerned about the name of the place and the actual situation does not match, some of the gentry literati to take the ‘mountains and rivers, Tengjiao Phoenix’ meaning, and Southern Fujianese language ‘Tengjiao’ and ‘Zhengjia’. ‘Zheng family’ resonance, so the name was changed to “Tengjiao Fort”.

The concept of the project design is based on the medical concept of ‘guarding health and caring for growth’, the humanistic concept of ‘mountain and river yuxiu and tengjiaoqi phoenix’, and the spatial concept of ‘ecological green valley and sunshine home’. The concept is to carry out a comprehensive design of the building plan, roads, pipelines, greening and environment according to the requirements of function, process, management and hygiene through the general plan layout.

Functional zoning is reasonable, the layout is compact, the process is scientific, cleanliness and sewage are separated, and cross-infection is avoided. The public health areas are relatively independent, and the preventive vaccination clinic, child health clinic, maternal health clinic and family planning technical service clinic are relatively centralised. The rooms for hospitalisation, surgery and functional examination are in relatively quiet locations. The main medical rooms, such as wards and consultation rooms, have good orientation and natural ventilation.
